Who is Dumfree Tweed?

Few characters announce themselves quite like Dumfree Tweed, who made his DC Universe entrance in 1987's Who's Who: The Definitive Directory of the DC Universe — essentially a hall-of-fame induction before most fans had even met him properly. A Copper Age creation, he's become a fixture of Gotham's colorful rogues' gallery, most at home in the pages of Batman and even the delightful Batman: Li'l Gotham, sharing the stage with the likes of Batman, Superman, and Green Lantern across nearly four decades.
