The story intersects with Dick Doan, known as "Dick o' the Docks," a shrewd river scavenger who has observed Waffles's suspicious movements between New York and Jersey City over two months. Dick follows Waffles to Mother Scammon's house, where he watches through a hidden opening with help from a girl named Mollie, attempting to uncover the nature of Waffles's scheme involving the boy and the wealthy businessman.
