Two street boys—Bully Bob Butterworth, a ragged gamin, and Sam Charcoal, a servant—form a secret detective partnership in Philadelphia. Sam, employed in the household of wealthy Miss Clara Eldon, warns Bob that his employers, Messrs. Allen and Snowby, are scheming against her fortune. The boys devise a plan: Bob infiltrates the household as an errand boy to spy on Clara's suitor while Sam monitors the two villains. Upon receiving an anonymous letter containing damaging information, Clara becomes deeply troubled and sends Bob with a letter to Mr. Milton Somers, suspecting her suitor's honor may be compromised.
