This detective serial follows Broadway Billy (William Weston), a New York detective traveling under the alias Edward Kelton aboard the RMS Campania. Hired by the law firm Taylor & Tuxson, Billy's dual mission is to secretly protect the wealthy young heiress Rosamond Talcott and monitor her guardian Paul Williams, whom the lawyers suspect may threaten her interests.

Miss Talcott has recently inherited a substantial English estate from Lord Talcott. Williams, her guardian and self-proclaimed fiancé, claims he was pledged by her dying father to marry her when she came of age. During a shipboard conversation, Williams establishes himself as friendly and agreeable, sharing his romantic history and promising wealth. Billy, observing carefully, begins gathering intelligence. The narrative emphasizes Billy's undercover maneuvering and the building mystery surrounding Williams's true intentions toward his beautiful young ward.
