This is the Queensland Blue Book for December 1915, an official government directory compiled by the Public Service Board. Rather than a pulp magazine, it is a comprehensive administrative register listing all officers employed in Queensland's public service, excluding teachers and railway employees published separately.

The volume contains indexed entries for state officials across numerous departments and agencies: governors' establishments, parliament members, legislative officers, executive council members, and officials in ministries covering agriculture, lands, mines, education, justice, health, marine, and public works. Additional sections detail colonial institutions including asylums, hospitals, orphanages, aboriginal settlements, and mission stations; courts and their administrative staff; police districts and stations throughout the colony; and various regulatory boards overseeing fisheries, railways, sugar industries, and other sectors. The Blue Book presents organizational hierarchies, office locations, and official titles rather than narrative content.
