A state administrative reference document compiled by W. S. Wilson, Legislative Reference Librarian, under Chapter 145 of the Public Laws of 1917. This volume catalogs officers, employees, and compensation across all departments of the North Carolina state government as of fiscal year 1917.

The compilation mandated by statute includes: legislative departments (Senate, House, and enrolling staff); executive departments (Governor, Secretary of State, Auditor, Treasurer, Public Instruction, Attorney General); judicial departments (Supreme Court, Superior Court judges, solicitors); and administrative boards and commissions covering agriculture, corporations, taxation, labor, insurance, health, welfare, libraries, highways, prisons, and elections.

Additionally cataloged are state educational institutions—the University of North Carolina, State College, normal schools, and trade schools—alongside charitable facilities including three state insane hospitals, a tuberculosis sanatorium, soldiers' home, and orthopedic hospital. The volume concludes with municipal and county bonded indebtedness, state treasury receipts and disbursements, educational fund allocations by county, pension disbursements, and state property valuations.
