Cobra manipulates Action Force into helping them raise an island in the middle of the ocean and scramble to have it diplomatically recognized as a sovereign nation before the Action Force team can knock them off the rock. Despite Action Force's best efforts, Cobra Island is officially sanctioned and becomes off limits.
