With Steve Rogers dead at the hands of the Hulk, Reed Richards, director of SHIELD, consults with Tony Stark about implementing a new Iron Man program. Bucky Barnes is chosen as the new man to undergo the operation. Gamma bomb inventor, Bruce Banner, struggles to find a solution to the Peter Parker/Hulk problem but is bitten by a radioactive spider which gives him strange powers that he finds difficult to control. Once he is stabilized, he joins SHIELD as a Spider-Man. Everything is poised to hit the fan as Galactus arrives with his herald, the Silver Surfer.
