Steve and Bucky go skinny-dipping in a quarry when they are interrupted by Izan (Nazi spelled backwards), who has been using the quarry to dump in bodies of victims (dying air raid wardens) that he has used as models to construct look-alikes from his own henchmen. He then uses them to turn on all the lights in the city at midnight to facilitate a Nazi coup.
