Captain Midnight pursues a fugitive plane carrying criminals escaping from "The Rock" federal penitentiary, but the plane's occupants sabotage the electrical system powering the island's defenses. Meanwhile, Sergeant Twilight has invented a slumbering engine designed to help people sleep, but a criminal with a slingerbine device plans to use it maliciously, creating a disturbance by modifying the invention into a noise-making machine that terrorizes the city with loud banging sounds. Captain Midnight must stop both the escaped convicts and the criminal threatening the city with the weaponized sleep device.
