Cat-Man Comics #14 (9)
In "The Case of the Sleepy Frog," Volton turns the tables on a criminal plot aboard a ship by using a clever ruse—sending out a fake offer to sell a stolen platinum formula, luring every crook in the city into a trap. With sharp timing and a touch of misdirection, he sets up a showdown between rival gangs, all chasing a prize that’s not what it seems. Art by Joe Kubert, with a cover by Charles Quinlan Sr., this 1942 issue delivers a classic caper with a twist, all in a 10-cent comic.

What is thought to be a valuable platnium-producing formula disappears aboard an ocean-going vessel. Volton intercepts a transmission to Underworld, Inc. from a professor on board that the forumla is for sale, and Volton sends a message to Gangland, Inc. along the same lines.
