The issue also marks the first new Blue Beetle story in roughly thirteen years and the first new Question story in approximately six, making it a genuine reactivation of both characters just ahead of their transfer to the DC Universe. DC later recognized its place in the lineage by including it in the 2019 'Road to Watchmen' hardcover collection alongside the original Steve Ditko Charlton material, cementing its role as a bridge between the Silver Age Charlton run and everything that followed.

The 1981 Charlton Bullseye series grew out of an unusual editorial model: according to a 1980 press release, an aspiring artist walked into the Charlton offices and offered to work for free in exchange for publishable credits, and Charlton built the entire series around that concept. Contributors received only copies of the finished book — no page rates — their original art was returned after publication, and they retained copyright on any new characters they created, making it one of the more creator-friendly arrangements Charlton ever offered even if it was financially bare-bones. The lead story in issue #1, 'The Enigma!,' carried deliberately obscured credits: Benjamin Smith was listed for story, while the plot and dialogue were credited to the pseudonyms 'A. Committee' and 'Anon O. Mouse' respectively; trade publication The Comic Reader #189 later suggested that Bob McLeod and Bill Black contributed uncredited inking work, and a panel on page 17 carries a 'Reed/Black' signature confirming Black's involvement.
