Enfraquecido pela secura do ar em solo canadiano, Delfim, o rapaz-peixe, chega às imponentes Cataratas do Niágara numa busca desesperada por água e pistas sobre os seus pais desaparecidos. O que seria um momento de repouso transforma-se num resgate cinematográfico quando o turista Elmer é tragado pelo turbilhão mortal. Contudo, o heroísmo de Delfim desperta a cobiça de Heinrich e Cepo, dois vigaristas de uma feira local que planeiam escravizar a "maravilha anfíbia". Entre correntes selvagens e a ganância humana, Delfim luta para não se tornar uma mera atração de circo.
