The issue also serves as the first appearance of Leila Davis, who would go on to adopt the armored identities of Hardshell and ultimately the Beetle, becoming one of the more emotionally layered supporting characters in the Spider-Man corner of the Marvel Universe. As the opening chapter of a four-issue limited series, it gave the Sinister Syndicate — a team of second-tier Spider-Man rogues operating as mercenaries rather than ideological antagonists — their most sustained spotlight to that point, exploring their internal tensions and conflicting motivations in a way that routine monthly comics rarely afforded to antagonists.

The series was written by Danny Fingeroth, a longtime Marvel editor-turned-writer who had served as group editor of the Spider-Man line before and during this project, and who would later write the companion limited series Lethal Foes of Spider-Man (1993). Interior pencils were shared by Kerry Gammill and Al Milgrom, with Milgrom also providing the cover; inks were by Mike Machlan, colors by Paty Cockrum, and lettering by Joe Rosen. The editor of record was Terry Kavanagh, with Tom DeFalco serving as Marvel's Editor-in-Chief. The issue was released on March 12, 1991, carrying a May 1991 cover date.
