When Dick Cole test-drives his new ice-boat across Academy Lake, a sabotage plot goes catastrophically wrong—a bomb meant to wreck the boat instead blasts a hole in the ice, sending Dick plunging beneath the frozen surface. As the cadets scramble to rescue him, two escaped gangsters watching from the woods spot Ted Dare planting the explosive, and they seize the opportunity to use both boys for their own dangerous purposes. During Carnival Week at Farr Military Academy, Dick Cole and Laura Bradly are paired for the festivities—but scheming visitor Myra Mordent has other plans, enlisting her cousin Jed to separate them before the crucial "Pusher" Race. When a forged telegram lures Laura away just before the competition, Dick finds himself racing alongside Myra instead, and emerges victorious as Carnival King with the wrong Queen by his side. Now Dick must untangle a web of misunderstandings and prove his loyalty before the final Carnival Ball.
