Don and Red fail to find Scrub's owner and go to Mike Splendor for a new assignment. Universal Security League advertises for a secretary to trap an agent of Scorpia who can lead Don to their headquarters at Bat's Cavern. Blue Nose instructs Thorn-Apple to get the job as Flo Vicmar, and sends Red Bomber to take Flo's mother hostage. Don gets newsboy Clem to shadow Flo, but he's discovered. Don recovers Clem and captures Flo, but she is afraid for her mother and refuses to help Don. Red likes Mother Vicmar and helps her escape. She is found alive and Flo commits to helping Don.
