Elvira is brought by Kap'n Krisp to the (recently arisen) fabled underwater city of Altoonis. The castle in Altoonis is surrounded by a teen beach party, but inside King Soddhem and Rigamorrah have built a huge cryogenics chamber as part of their plot to overthrow the Earth. Their plan begins as Rigamorrah summons giant sea monsters to attack cities of the world.
