Fantomen beger sig till Las Vegas för att hjälpa kasinoägaren Carolin Benson. Giannimaffian i Chicago vill ta över hennes kasinon och försöker sätta dit henne för skattebrott. Maffians torped och en balettflicka försöker mörda Carolin, och Fantomen får ikläda sig rollen som Elvis-imitatör för att smälta in. Det hela kulminerar i domstolen: balettflickan har klätt ut sig till Carolin för att erkänna skattebrottet när Fantomen och den riktiga Carolin stormar in.
