Manhunter agrees to infiltrate the criminal organization called VULTURE. He assumes the identity of Marco Xavier, a European playboy who recently died in an accident but whose death was not reported. Manhunter tracks a gang of VULTURE crooks to Mr. V's headquarters, but when he arrests the overlord he finds that it is only one of Faceless's deputies in disguise.
