Harlem Youth Report #5

"Youth in the Ghetto" addresses the social problems facing Central Harlem youth, reporting that 7,000 to 10,000 youth between 16 and 21 years old are out of school and out of work, while students fall significantly behind grade-level achievement as they progress through school. "The Blueprint for Change" outlines Harlem Youth Unlimited's proposed solutions, including five new junior academies, five senior academies for older offenders, in-job training programs, narcotics institutes, and community initiatives such as converting vacant lots into playgrounds and gardens, with various community action groups, heritage studies, social research, and a cadet corps program featured to address these interconnected challenges.
