Joe Palooka presents a two-part Humphrey story. In Part One, Humphrey and Herman become exhausted during a cross-country road trip and encounter a curious cloud that causes them problems before they can reach West Wokington Falls; they acquire waterproof paint to help with their journey. In Part Two: Dedication Ceremony, Humphrey arrives for a mountain dedication ceremony but passes out from heat exhaustion, and a giant cloud mysteriously appears over the locality, forcing the dedication party to relocate to another town. The issue also includes a secondary story featuring a prince who fled Nazi-occupied Tabavia and later survives a Nazi torpedo attack off Virginia before finding refuge and adventure with American soldiers, eventually settling in the countryside with newfound companions.
