Tensen, aka Justice, seemingly an amnesiac warrior from another world, begins killing criminals involved in the drug trade. In Manhattan, he tracks down a drug ring working out of the Factory and executes the corrupt owner of the Factory. At the same time, F.B.I. agent Rebecca Chambers, and her partner, Hoyt Pittman, infiltrate the Factory to bring down the organization. Justice also kills Chambers' inside man who is, unknown to her, a corrupt cop. The agents arrest Tensen for the murder of the cop. After learning the location of Tensen, "Dad" instructs his "son", Damon Conquest, to kill him.
