When the earthbound spirit of Officer Paddy Sullivan transforms into the Duke of Darkness, he's eager to continue his crime-fighting work from beyond the grave—only to find his efforts constantly thwarted by police who won't believe what they're seeing. But a far more sinister threat emerges when Professor Evil, a warped scientist who's also crossed into the spectral realm, begins orchestrating prison breaks and assembling a criminal empire with powers that rival the Duke's own. As these two unseen forces clash across the city, the police remain caught between them, unaware that the real battle is being waged by the very dead they've buried.

Prof. Jabberwacky takes his students on a hilariously misguided lesson about whales, spinning tall tales about plumbers fixing leaks and high-class cetaceans with running water. It's pure nonsense dressed up as education—exactly the kind of absurd humor you'd expect from a 1945 comic that treats facts as optional.
