Killraven, Old Skull, and John enter the human community living in a ruined Washington, finding the people listless and downtrodden. Their cruel leader, who calls himself Lucifer, rules them with the help of a large, masked gang. When Killraven refuses to join them, he has to fight for his life and defeats Lucifer, which inspires the people to rise up and take back their power.
