The issue was published in May 1947 by Timely Comics — the company that would eventually become Marvel — at a moment when postwar superhero sales were softening industry-wide. According to Britannica, Timely introduced Namora specifically as the Sub-Mariner's readership began to decline, deploying the new character as a narrative refresh for one of the company's oldest features. The debut story 'The Coming of Namora!' was penciled by Ken Bald and inked by Syd Shores, while the costume for the new character was designed by Sub-Mariner creator Bill Everett — who had returned to Timely after his wartime military service and was actively reshaping the Sub-Mariner strip back toward its Atlantean roots. The cover was drawn by Bob Powell, giving Namora a prominent visual introduction. Stan Lee, who was editor of the title by at least this period, scripted the Captain America story in the same issue, illustrated by Al Avison with inks by Al Bellman.

Namora is the lone survivor of a massacre perpetrated by "Stoop" Richards and his gang when they plundered her undersea home for pearls. Among the dead was her father. That evening, Namor finds Namora amid the carnage, and they set out to find the murderers, eventually confronting them twice — first on Blue Rose, a gambling ship, and then on a small island known as Silver Rock. The cousins apprehend Richards and his men and hand them over to the police. Namor then introduces Namora to Betty Dean, who takes in the homeless princess.
