As Namor and Dorma return to Atlantis from Dragorr's island, they come across an underwater city built by surface men. Namor bristles at the invaders and has words with the city's founder and creator, Dr. Walter Newell. As the two men parlay, the Plunderer shows up in a powerful sub and punches a hole in the dome that covers the city. Namor confronts the Plunderer but is forced to leave the villain as he sees that Dorma is in trouble. While Namor and Newell rescue Dorma and the inhabitants of the city, the Plunderer loots the ruins of the collapsed dome and takes off
