The issue contains two stories. "Bluff" follows Sam Bratton, a gunslinger who visits his old partner Charley and tries to intimidate him into giving up information about the Masked Raider's whereabouts by claiming he's been hired as a gun. "Masked Raider and Caged Eagle" features the Masked Raider and his assistants White Star and Talon pursuing the criminal Tucker Vail, who has stolen gold from the Sweet Sue Mine; Leg Wilcox, a lawyer, helps the Raider escape Vail's trap and recover the stolen gold near the mine.

Now Vail plots revenge by framing the Masked Raider for a bank robbery, forcing the real hero to track down the impostor and clear his name.

Cornering the criminal at the mine itself, the Masked Raider forces a reckoning that will either land Cloherty back behind bars—or get them both killed.
