This anthology issue contains two crime stories. "Crime's Ten-Percenter" follows a criminal mastermind who organizes crime like a business, leaving behind a filing system that helps police identify and apprehend criminals; a commissioner and police detective discuss how this will make their work easier. The second story, featuring Lance Reeves, tells of a young man named Jimmy Harker who falls into crime after his father's death; when Jimmy is caught stealing a car, Lance Reeves visits him in prison and helps guide him toward reform, ultimately leading Jimmy to assist police in recovering a stolen vehicle and identifying the criminals behind it.
