As the human world reacts to Killian's attack on Pearl Harbor, the council of the Blue convenes to work out how they will handle this exposure to the surface world. New council member Siphon recommends reaching out to the humans to make peace. Aspen refuses to help Cannon go after Killian but instead breaks the human soldier Anderson out of Blue captivity so he can help her find her brother Finn. As Killian and Kiani begin an attack on a San Diego naval base, they discover that Cannon is waiting for them. The Black raise a giant orb of ocean water above Rio de Janeiro and drown the city.
