A reporter seeks an interview with Colonel Billy Goat and is offered the assignment if he can land the exclusive story. The Colonel, who is stone deaf and hasn't spoken to a reporter in ten years, becomes the target of the journalist's pursuit. During the attempt to secure the interview, the reporter encounters various obstacles and comedic mishaps involving other characters. A character named Tuffy is revealed to have earned his tough reputation through encounters with wild animals, including an elephant and a snake, establishing himself as fearless.
