Prize Comics #4 is an anthology featuring multiple superhero and spy stories. "Secret Agent M-11" involves operatives uncovering a plot involving stolen ship parts, a canal sabotage scheme, and an American plane carrying cargo of doom. "The Black Owl" features the vigilante Doug Danville tracking a criminal gang led by La Roq who plan to extort protection money from stadiums and theaters across the country. "Buck Brady of the F.B.I." begins with Brady investigating a bank robbery in a western town staged by an organized crime syndicate sweeping the countryside.
