Rocky Lane locks up criminals at Devil's Bid Jail and then follows their trail with his stallion Black Jack to Gallows Gulch, where he discovers a Hall of Horrors Wax Museum that holds clues to the criminals' activities. The issue also features a story titled "Slim Pickens in A Figure of Speech," in which a candidate named Honest John Terry campaigns for dog catcher while Slim Pickens and others read newspaper accounts of alleged cannibalism, leading to comedic misunderstandings about the politician's honesty and character.
