Tina wants the boy next door to notice her as something more than a kid sister. She goes to the library to read romance books, but it just makes things worse. Then she reads an article about having a feminine personality and decides to change his mental picture of her. She buys a dress and a floppy hat. It doesn't work with the boy next door, but the librarian notices and he knows how to treat a girl.
