Daphne tries to take the blame to save Bill, but the dictator learns that Daphne's beauty instructions have caused the wives of the brigands to come down from the hills and the brigands are throwing away their rifles because they cannot face a life without womenfolk. So Scudo orders Daphne to stay in the country and orders Bill to be expelled.
