The character was conceived by Pat Masulli, who served as Charlton's executive editor from 1955 to 1966 and confirmed his own creatorship on the splash page of the first issue — a fact Giordano later corroborated in the editorial page of the 1999 DC limited series L.A.W. #4. Prolific Charlton scripter Joe Gill wrote the early stories, and Dick Giordano — then still building his reputation as a penciller and cover artist before his later career as a DC inker and editor — provided the distinctive artwork that defined the series visually. The debut issue structured its opening story across three chapters ('Consignment Terror,' 'Nightmare in Saigon,' and 'Destination Death'), establishing the flashback origin of Steel's prosthetic hand and his recurring antagonist Ivan Chung from the very first issue.
