The issue is notable for its thematic range within a single package: shrunken-people body-horror in the cover story, a ghost-vengeance maritime tale, a pitch-perfect "imagination made literal" science fiction–horror hybrid, and a mad-scientist plot driven by superintelligent rats — all tropes that defined the genre's Golden Age ambitions. Toby/Minoan distinguished itself from EC and its many imitators by drawing on the cynical, ironic short fiction of writers like John Collier rather than defaulting solely to Poe or Lovecraft, giving the series a slightly more literary flavor than most peers. Though not a debut issue, #4 represents the series at the height of its creative energy before later issues gradually shifted focus to the company's Purple Claw character.

Tales of Horror was published under Toby Press's Minoan imprint — Minoan used a Minotaur-head logo and handled Toby's more genre-forward output. Toby Press itself was founded by Elliott Caplin, brother of cartoonist Al Capp, who had entered the comics field as editor of True Comics for Parents Magazine Institute before launching Toby. The series ran 13 issues from June 1952 through October 1954, with the first nine issues appearing under the Minoan imprint and the final four carrying the Toby imprint directly. Notably, Toby had originally launched a companion title called Tales of Terror but dropped it after reportedly receiving a cease-and-desist from EC Comics, who used that title for their own annuals; Tales of Horror was the replacement series. Toby Press closed in 1955, a casualty of the broader anti-comics sentiment of the era.
