A mysterious waterfront development project, intended to revitalize Gotham's nearly abandoned waterfront district, has suddenly sprung up and is ringed by a suspicious overabundance of tight security. When a swiftly-moving glowing ghost, in the form of a man in cape and cowl, begins to haunt the waterfront district, Batman and the Scooby gang investigate both the ghost and the secretive construction project. They find that The Joker and Harley Quinn are constructing a huge Joker-themed amusement park on the condemned waterfront.
