Togusa is able to stop an assassination attempt against a regional politician and advocate for prosthetic rights. On the heels of the attempt, Security Section 9 receives a report of an illegal dumping of discarded android shells in the north. And one of the discarded bodies is that of Major Motoko Kusinagi.
