The Joker returns to Gotham City, but is confronted by Black Mask, Two-Face, and the Riddler who have taken over crime in Gotham during his absence and want him to leave. The Joker decides it would be better to spread his influence across the entire country and travels to Los Angeles and launches a country-wide series of terrorist attacks. Meanwhile back in Gotham, a mysterious stranger analyzes the Joker and considers taking action against him.
