Tops is an anthology of dramatic picture stories featuring several narratives. "How You Would Live Under a World Government" presents Melvin Douglas discussing the implications of a unified global government, exploring how nations would surrender sovereignty and military power. "Marriage Swap Shop" examines the dangers lurking behind "Lonely Hearts" clubs and their connection to murders. A third story depicts a director named Comstock whose moral crusade against immoral art and theater leads to his downfall when he discovers that his own rejected work was published under another name, ultimately teaching him a lesson about artistic humility and the dangers of rigid reformism.
