Cobra Commander is tired of G.I. Joe constantly destroying Cobra's creations and costing them money. They decide to use American's love of fast food against them. They create a super mascot, Burger Meister, and build a Burger Dome restaurant. Storm Shadow leaves menus on the Joes' windshields to get them to come. Ordering is difficult for Snake Eyes and Roadblock. The Commander is upset to find out he has been left out of meetings, only to find out Burger Meister has staged a coup and taken over the franchise and Cobra. He is given a job passing out fliers.
