The issue was written by Joe Kelly and drawn by Germán García, with inks by Art Thibert, Dan Panosian, Scott Hanna, and Jon Holdredge — a large inking team that reflects the compressed production schedules common to milestone-sized anniversary issues of the period. Bob Harras served as Editor-in-Chief and Mark Powers as series editor. The Ru'Tai threat had been seeded behind the scenes as early as X-Men vol. 2 #71 (January 1998), with Kelly building toward this 75th-issue payoff across several preceding chapters. The wraparound cover was pencilled by Carlos Pacheco and inked by Art Thibert, a pairing separate from the interior art team — a standard practice for milestone covers at Marvel in the late 1990s.
