Lex Luthor travels to Earth 3 to bring the Crime Syndicate to Perpetua, who turns the population of Earth 3 into Apex Predators and challenges the Crime Syndicate to conquer them. Perpetua then send Luthor on a mission back to Earth 0. Meanwhile The Batman Who Laughs is working on his on plan to conquer Earth, and has a plan to deal with Luthor.
