Rocket Kelly encounters a villain in a red hat who has captured earth-people and uses hypnotic rays to control their minds for his purposes. When the earth-rabble break loose and destroy the hypnotic-ray machine, Rocket must battle both the villain's forces and dangerous creatures, including evil war birds and a sea-scoundrel stocking his lakes with swordfish. Rocket manages to escape multiple perils, including a pursuing sea-bronc, ultimately defeating the threat and saving the captive earth-people.
