Richard E. Hughes (1909–1974) was an American comic book writer and editor, best known for his long tenure at the American Comics Group (ACG). Born in 1909, he served as the company’s editor from its founding in 1943 until its closure in 1967, and from 1957 onward he wrote the majority of ACG’s stories under a variety of pseudonyms. His most enduring creation is the rotund, seemingly simple but improbably powerful Herbie Popnecker, whom he co-created with artist Ogden Whitney under the pen name Shane O’Shea. Hughes’s writing career spanned from 1941 to 2002, with credits on 22 issues across titles such as *Coo Coo Comics*, *Thrilling Comics*, *Astounding Stories*, *Magic Agent*, *My Romantic Adventures*, and *Startling Comics*. His work often blended humor, fantasy, and adventure, and his prolific output under multiple names made him a quiet but central figure in ACG’s output. Hughes died in 1974. While he did not receive major industry awards during his lifetime, his quirky, offbeat creations—particularly Herbie—have earned a cult following among comics historians and collectors, securing his legacy as a distinctive voice in mid-century American comics.
