“Public Enemy Number One”

In "Public Enemy Number One," the masked vigilante known as Public Enemy grapples with the weight of his role in a fractured, corrupt future, unable to walk away even as he despises the very public he's meant to protect. When he confronts White Dog, the Public Defender who eliminated the other Red Dogs, the clash forces a reckoning with the cost of resistance. Written by Pat Mills and Tony Skinner, with bold artwork by Malcolm Davis and inks by Chris Ivy, this 1995 Marvel issue features a striking cover by Joe Brozowski.
