Atomic Mouse encounters a citizen who has stolen an identification card and tries to arrest him, but the criminal escapes by enlisting support from an ally who helps him flee. In a separate story, Mr. Cloud becomes upset about Mr. Wind's careless behavior and stops making rain, leading to a dispute between the two natural forces; the Big Oak Tree and other woodland creatures mediate, ultimately convincing Mr. Cloud to resume raining so that a perfect rainbow can appear after the weather clears.
