After being worn down from his recent battles with Failsafe, Red Mask, and Insomnia, Batman awakens from a 8-week long sleep. He finds that in his absence crime has gone down, with the major villains not being able to hire enough henchmen to pull off their crimes. He soon learns that Catwoman is responsible for hiring away the underlings and planning profitable non-violent crimes for them. She makes a proposal to the Bat-family to let her continue her operations that have resulted in making the city safer, but Batman refuses to consider her offer, placing them at odds.
