With control of Arkham Tower restored and the villains in custody, Deb Donovan gets some of the story behind the incident from Batman and Batwoman. Penguin sends his men to track down Psycho-Pirate, but the Bat team is able to stop them. Mayor Nakano learns from his mistakes, and offers control of Arkham tower to Dr. Meridan, while Koyuki starts to get past her fears.
