Larry Hama scripted the issue as the payoff to a multi-issue buildup (beginning around #45) in which Ripcord, disguised as Zartan, infiltrated Springfield and eventually — through the Brainwave Scanner — inadvertently transmitted Cobra's headquarters location to the Joe team while also supplying the final data stream that completed Serpentor's creation. Interior pencils were handled by Rod Whigham with inks by Andy Mushynsky, while cover duties went to Mike Zeck, who was providing covers across the run at this period; the book was edited by Bob Harras under editor-in-chief Jim Shooter. The GCD records an on-sale date of March 18, 1986, with a July 1986 cover date, situating it squarely in the height of the Marvel G.I. Joe title's commercial peak.

Ripcord (as Zartan) gives the Joes the location of Cobra headquarters located under Springfield, but is discovered and captured before he can escape.
